[slurm-users] Array jobs vs Fairshare

I have a related problem (slurm 20.02.5): limiting maxjobs in the
database seems not to limit array jobs, e.g. 
sacctmgr modify user where name=jane cluster=mycluster account=mygroup set maxjobs=7
does not have an affect for the number of running jobs within an array.
