[slurm-users] Slurm Install on Remote System

I am trying to install slurm on a remote system for which I don't have root
access.
After following the instructions on the official website , I am trying to
start slurmctld. However I get an error that there is no such service .

What may be causing this problem ? Are there any specific instructions for
installing on Remote server without root access ?
