if you are using the Debian or Ubuntu package you may want to use the
default locations for these systems:

> SlurmdSpoolDir=/var/spool/slurmd

should be

SlurmdSpoolDir=/var/lib/slurm-llnl/slurmd

> StateSaveLocation=/var/spool/slurmctld

should be 

StateSaveLocation=/var/lib/slurm-llnl/slurmctld
