I'm not sure Slurm can do that for you by setting limits on a user I'm afraid!

You can set GrpWall on an association or QoS but that will govern the maximum 
amount of time that all jobs of the association/qos can have running at once.

Of course you could put every user into their own association/qos, but that 
might not fit your operating model.
