[slurm-users] Slurm version 17.11.1 available

I notice the slurm download tarballs are affixing a new {-rel} version, e.g. 17.11.1-2.tar.bz2.
Ugh.  
The downstream spec files in the distros don't track releases in lock step with your releases.
Would prefer to see just major.minor.micro as before....
