I have set AllowAccounts=sunlabc5hpc,root, but it doesn’t seem to work. User c010637 is not part of the sunlabc5hpc account but is still able to use the sunlabc5hpc partition. I have tried setting EnforcePartLimits to ALL, ANY, and NO, but none of these options resolved the issue.

I am using Slurm 23.11.3 and it AllowAccounts works for me. We have a partition defied with AllowAccounts and if one tries to submit in an account not in the list one will get
srun: error: Unable to allocate resources: Invalid account or account/partition combination specified
Do you have EnforcePartLimits=ALL

What do you have for `sacctmgr list account`? If "root" is your top-level (Slurm) (bank) account, AllowAccounts=root may just end up meaning any account. To have AllowAccounts limit what users can submit, you'd need to name a lower-level Slurm (bank) account that only some users have an Association with.
My slurm is 23.02.6,used EnforcePartLimits=ALL,Accounts outside of AllowAccounts can still submit。

If you run
sshare
or
sacctmgr show association where parent=root
(and so forth recursively where parent= each of the children) do you find that these other accounts that can submit to the partition are not ultimately sub-accounts of "root"?
Quoting man 5 slurm.conf, concerning AllowAccounts, "This list is also hierarchical, meaning subaccounts are included automatically."

Hi All,
AllowAccounts broke for me when I moved from version 22 to 23. I've opened this bug report https://support.schedmd.com/show_bug.cgi?id=19315 . It's been a while since I tackled it but more info is available in the bug report. I think the change is related to the following commit https://github.com/SchedMD/slurm/commit/776edd83952082e3ec46b3726858755c96af... .
Thanks, Marko
