That's an Apptainer (formerly singularity) feature. See https://apptainer.org/docs/user/1.3/singularity_compatibility.html#singulari... . So it should be setting SLURM_CONF inside the container.

Thanks Ben but there's no mention of SINGULARITYENV_SLURM_CONF in that page. Slurm is not in the container either so we're trying to get mpirun from the host to run inside the container.
