+1 for features.
Features can also be added / changed during runtime like this "scontrol update Node=$(hostname -s) AvailableFeatures=$FEAT ActiveFeatures=$FEAT"

You could use features for that? A feature can be assigned to nodes and you can request nodes with specific feature for a job:

In slurm.conf:
NodeName=node001 CPUs=1 Feature=hasdatabase ...

And for your jobs:
sbatch --constraint=hasdatabase ...
