[slurm-users] Slurm version 23.11 is now available

Hi Tim,

I am wondering how far back in the MPI versions do you support the new " --external-launcher" in srun. We just updated to SLURM 23.11 and when using Intel MPI 2018.1, which uses ssh as a default launcher, the "--external-launcher" gets fed to the ssh which complains that it does not know this option. This can be mitigated with setting I_MPI_HYDRA_BOOTSTRAP=slurm, but, I'd prefer if we would not have to do anything and mpiexec would "just work". Can we set something to tell SLURM not to set the I_MPI_HYDRA_BOOTSTRAP_EXEC_EXTRA_ARGS=--external-launcher in this case?
