I have used slurm on stretch in production for several years, and I'm
aware of sites with thousand of nodes that have been using it when
stretch was stable.

munge doesn't need a unique UID, it's not written in the documentation
and it works with users with different UID [1], we never had problems
on this side.

Where are your pid files located?

Did you use the slurm-wlm-configurator shipped with the slurmctld
package to create your configuration?
