[slurm-users] Error buildind rpm on Centos 7

Thanks guys, it took me a while to check the solutions you proposed and 
both of them works. The mariadb downgrade is a bit tricky using "rpm -e 
--nodeps" and the solution Ole proposed keep the system updated to the 
MariaDB 10.4.

@Ole, thanks for the guide, is really usefull
