[slurm-users] how to disable --mem and --mem-per-cpu in srun, salloc and sbatch

I use the following test:

if job_desc.pn_min_memory == slurm.NO_VAL64 then
   ...
   
for testing that neither --mem nor --mem-per-cpu has been specified.  It
seems to work.  (slurm 17.02.7)
