you can declare less CPUs than phys. available. I do that for our
cluster; it is working robust for ages.

Agree with you. You don't need to restrict the whole
partition/cluster/etc. to only 20 cores when you only need that for a
single node.

That might be a valid solution for that cluster.
But it is a wasteful solution to Mahmood's.
